Just after the public launch of iOS 8.2, Apple now seeded the third beta of iOS 8.3 to their registered developers for testing purposes bearing the build number 12F5047f. This beta 3 is arrived just after two weeks of iOS 8.3 beta 2 where the iOS 8.3 beta 1 seeded on February 9th. The iOS 8.3 beta 1 and beta 2 brings some bugs fixes and improvements which includes new UI for Emoji keyboard, Google 2-Factor authentication support, wireless CarPlay support and start providing Apple Pay to China. This new beta is also suspected to provide the same with minor improvements.

According to 9to5Mac this iOS 8.3 beta 3 offers a little feature “Conversation List Filtering” if enabled, will add separate tab in Messages app. Moreover, people who are not in your Contacts list will have “Report Junk” link in chat.
