Apple pushed OS X El Capitan beta 4 and WatchOS 2 beta 4 for Apple Watch just after iOS 9 beta 4, these betas is officially for developers only. You can download these testing betas either through the App Store or Developer Portal.
OS X El Capitan is delivering some significant performance as well as graphical improvements day by day. Furthermore, it provides Apple’s well known Metal API to Mac enabling developers to make rich graphical games for the OS. In addition, it provides a new and much better Spotlight, an improved Mail app, plus more.
So far it is actually not very clear what major improvements come with this new beta of OS X El Capitan beta. This beta comes just after two weeks of 3rd beta.
OS X El Capitan Beta 4

WatchOS 2 Beta 4
The watchOS 2 4th beta official release of Apple Watch software (which is likely to be launch this year to the public) and brings some minor improvements and features as compared to other betas of watchOS 2.
The watchOS 2 is in fact the very first major Apple Watch software update, which carries a collection of APIs for programmer by allowing the developers to utilize feature such as the Force Touch, the Taptic Engine, allow developers to produce apps which can run over smartwatch natively, and give direct access to different sensors such as the microphone, heart rate, and accelerometer of smartwatch.
If watchOS 2 beta 3 is already installed on your Apple Watch, you can get this watchOS 2 beta 4 via your iPhone Apple Watch app. To download watchOS 2 beta 4, you need to be a registered developer to get this beta from the developer portal.
